Last year’s President’s Management Agenda, which is set to celebrate its first anniversary on March 20, remains the primary vehicle that the Trump administration will use into FY2020 to advance its broad Federal government modernization agenda which relies heavily on improving IT systems, making better use of data to boost government services, and migrating the Federal workforce to higher-value tasks.
The budget proposal released today largely recaps the PMA’s goals and steps the government has taken since last March to advance them, but does not appear to break much news on their status since the Office of Management and Budget (OMB) issued its last quarterly update in late December on progress on cross-agency priority (CAP) goals.
On the IT modernization front, the proposal includes the White House’s bid for $150 million in Technology Modernization Fund money, and MGT Act working capital fund authority.
Under the heading of data, accountability, and transparency, the FY2020 proposal supports the soon-to-be-released Federal Data Strategy by establishing a U.S. Federal Data Service within the Department of Commerce’s Office of the Undersecretary for Economic Affairs. The budget proposal, the White House said, “includes technology investments that further enhance protection of data and foundational capabilities for management of data access and use.”
And on Federal workforce issues, the White House said the budget proposal supports the proposal made public last year to reorganization the Office of Personnel Management.
