The Transportation Security Administration (TSA) is re-competing three contracts totaling approximately $470 million to customize and integrate software and applications for various offices.
Each blanket purchase agreement (BPA) covers offices within three Flexible Agile Scalable Teams (FAST) portfolios: enterprise support, human capital, and digital services and workflow collaboration.
The BPAs will run for 12 months with four 12-month options. The enterprise support BPA is worth $173 million, the human capital BPA is $187 million, and the digital services and workflow collaboration BPA is $110 million.
“The objective of the FAST Task Orders was to establish an IT Contract vehicle that supports Agile design, development, and application production requirements for a suite of applications aligned across the entire agency,” reads a special notice posted on SAM.gov.
In addition, to achieve integration and customization of mission support systems and applications, TSA needs multiple agile teams to support design, development, testing, and adaptive maintenance activities.
“To successfully execute its mission, the TSA must have the capability to customize mission support IT systems and develop custom software solutions when no solution is commercially available or from government sources,” the notice says.
TSA also said it intends to leverage more commercial, out-of-the-box, commercial off-the-shelf, software-as-a-service, and platform-as-a-service solutions that enable mission capabilities at a lower cost.
