The General Services Administration (GSA) announced today that Raylene Yung will lead the Technology Modernization Fund (TMF) as its executive director.
In her new role, Yung will oversee the TMF Program Management Office in its efforts to help Federal agencies modernize their technology infrastructure to deliver services to the American public more quickly, better secure sensitive systems and data, and use taxpayer dollars more efficiently.

Modernizing technology means delivering a better experience for the public, securing our nation’s infrastructure, creating shared services that save taxpayers money, and addressing the critical challenges of climate change and the ongoing COVID-19 pandemic,” said Robin Carnahan, GSA Administrator. “Raylene brings a wealth of experience in technology policy and the private sector that will help us more effectively rethink the way we invest in modernizing our nation’s digital infrastructure. We look forward to having her on the team.”
Yung takes the helm of the TMF Program Management Office as leaders on the Hill look to expand the program’s funding and agencies clamor for funding for their modernization projects. Last week, the House Committee on Oversight and Reform adopted Rep. Gerry Connolly’s, D-Va., amendment to the reconciliation infrastructure bill that would add $1 billion in TMF funding. Agencies across the government are also requesting significant funding amounts to modernize cybersecurity, ditch legacy systems, and move into the cloud.
Yung joins GSA after helping to found the U.S. Digital Response (USDS), a nonpartisan, nonprofit initiative created in response to the COVID-19 pandemic. Prior to joining GSA, Yung served as CEO of USDS. She also served as part of the Biden-Harris Transition team where she identified technology-related policy priorities for the administration.
Before working on the government space, Yung was a technology policy fellow at the Aspen Institute. She also worked for the recruiting platform Gem and the financial services and software company Stripe.
