The United States Coast Guard (USCG) is looking to acquire a cloud-based Digital Evidence Management System to support its Coast Guard Investigative Service (CGIS) component.

In a Feb. 9 Beta.Sam.gov sources sought notice, USGS said it anticipates acquiring a Software as a Service (SaaS) solution to meet its need. USCG explained that CGIS is required to collect, store, share, and dispose of digital evidence.

The impetus for the notice is CGIS’ desire to cease using its legacy processes, which involved procuring hardware to electronically record video and audio evidence, archiving evidence on CD/DVD, and storing the recorded evidence in physical evidence storage locations. Instead, CGIS seeks to move to a digital evidence management system (DEMS) to replace the legacy processes with a cloud-based SaaS solution.

CGIS anticipates procuring user licenses or access to a FedRamp-authorized DEMS. The SaaS solution must currently be FedRAMP Joint Authorization Board Provisional Authority to Operate authorized with an Authority to Operate rated for impact level moderate, with the final desired state consistent with or equivalent to Impact Level 4 or greater. The solution must also be Criminal Justice Information Services compliant.

The DEMS will have to include access to mobile applications and/or web-based interface to effect the acquisition and intake of all types of raw, photographic, video, and audio evidence, into a cloud storage system. Once in the cloud, CGIS needs to be able to further examine, annotate, and redact the evidence. Additionally, the solution must allow for future retrieval of the evidence and the ability to share it with Federal, state, and local law enforcement partner agencies, and prosecutors.

The contractor will have to provide national training and deployment support for one year, with the ability to add on additional years.
