The White House is looking for a new chief information officer (CIO) to serve as the principal adviser and consultant to the Office of Management and Budget (OMB) director and senior leadership team on all OMB IT matters.
An OMB spokesperson confirmed to MeriTalk that this position is different from the Federal CIO role – which guides a range of IT policy-setting activities for all Federal government agencies. The Federal CIO position is currently held by Clare Martorana.
Instead, the new CIO will be specific to OMB, “establishing outcome-oriented IT investment strategies and performance measures that support the OMB mission,” according to the job posting.
“The chief information officer (CIO) is responsible for providing executive-level direction in planning, implementing, and evaluating short- and long-range information technology (IT) activities to support OMB’s technology strategic vision and cross-functional operational solutions,” the job description says.
The CIO will need to monitor and evaluate the performance of OMB’s IT programs, sharing the status of these measures with OMB employees and other stakeholders. Additionally, they will ensure the agency’s IT enterprise architecture aligns with OMB’s strategy, budget, and operational capabilities.
A large part of the job will also be to participate in the OMB IT budget formulation process, making sure that agency IT projects receive enough funding.
The job description says that the new executive will also establish and develop IT security requirements and policies, “ensuring compliance with government-wide law and policy.” The two major policies and guidelines are the Federal Information Technology Acquisition Reform Act (FITARA) and the Federal Information Security Modernization Act (FISMA).
