The Office of Personnel Management (OPM) is in search of a new chief technology officer (CTO) who will be responsible for researching and determining the agency’s long-range technology direction.

A current job posting for OPM’s CTO is open to Federal employees in the competitive service, the excepted service, or the Senior Executive Service. The incoming CTO will report directly to OPM’s Chief Information Officer (CIO) Guy Cavallo.

The CTO will be responsible for pushing the agency’s technical vision and strategy and establishing a direction and focus. In addition, the CTO will monitor and analyze technology and trends that could improve and/or standardize security, programs, products, and performances.

OPM is also looking for a tech leader to help move the agency from legacy paper-based systems to the cloud.

Additional responsibilities for the CTO include serving as a key advocate for advancing the state of enterprise architecture, information technology investments, capabilities, and services based on technology trends, and legislative requirements; providing technical and administrative leadership within OPM’s Office of the CIO for the successful implementation and the maturation of the agile methodology; and accountable for supporting the execution of digital creative services, applications and products.

Currently, Dan Jacobs, an information technology and cybersecurity specialist, is OPM’s acting CTO. Jacobs first joined OPM as principal solutions architect in 2022.

“CTOs are interesting in that their role isn’t defined quite the same as a CIO or [Chief Information Security Officer]. The one constant is innovation,” Jacobs said in a LinkedIn post.
