The National Geospatial-Intelligence Agency (NGA) issued a request for information (RFI) seeking information on how a Federal contractor can support and sustain the existing GEOINT Data Analytics Cloud (GDAC).
In the RFI – posted Nov. 17 on Beta.Sam.gov – NGA said it was working in support of the Analysis Services Integrated Program Office (IPA)/Exploitation Services (ExServ). NGA explained that it has “a mission-critical need to support, sustain and further develop [GDAC],” as well as respond to “evolving NSG and ASG requirements for a web-based Motion GEOINT content dominant capability and provide lightweight motion imagery exploitation toolset for the analysts and the warfighter.”
GDAC is a semiotic compute and storage apparatus, built on an open-source cloud technology stack, for the storage and processing of diverse data at scale. GDAC is tasked with storing and processing a variety of types of data, including geospatial, temporal, human, social, cultural, behavioral, as well as traditional intel data types and all modalities from documents and streaming video to wide-area motion imagery.
The capabilities of GDAC consist of dissemination, web-portal, and application programming interface (API) services on the Secret Internet Protocol Router Network (SIPRNet), and Joint Worldwide Intelligence Communications System (JWICS) for Full Motion Video (FMV) feeds and Wide Area Motion Imagery (WAMI). The contractor would also need to provide additional essential operational functionalities, including an ingest process, caching, routing, control, propagation, and data dissemination management.
Respondents are asked to provide information on whether they have provided the same or similar services to the general public, non-governmental entities, Federal agencies other than NGA, or to NGA in the last three years.
The RFI noted that the system and data will operate on all domains up to Top Secret/Sensitive Compartmented Information (TS/SCI) classification level. As a result, the eventual contractor would need to have personnel that are already cleared at the TS/SCI level.
