President Biden has nominated Maj. Gen. Melvin Carter to be the U.S. Marine Corps’ deputy commandant for information, the Pentagon announced today.
If confirmed, Carter would be responsible for developing and overseeing all the service branch’s policies and strategies about how to use information to carry out its operations in the Information Environment.
Additionally, as deputy commandant for information Carter would serve as the principal advisor on all Information Environment matters.
He would also serve as the principal spokesperson on Marine Corps Information Environment programs, requirements, and strategy throughout the Department of the Navy and the Department of Defense.
Throughout his lengthy service career – he enlisted in the Marine Corps in 1985 – Carter has served in intelligence posts.
He currently serves as the deputy director for combat support for the National Security Agency’s (NSA) Cybersecurity Directorate. In that role he is responsible for safeguarding sensitive information. Before joining the cybersecurity directorate, he was deputy chief of Computer Network Operations at NSA.
Carter would replace Lt. Gen. Matthew Glavy as deputy commandant for information and become the third officer in the role since the office was established in 2017.
Carter’s nomination would raise his rank to the grade of lieutenant general.
