Shawn Kingsberry, the man who led the first Federal technology system, Recovery.gov, to the cloud, has been appointed to head Unisys Corporation’s global digital government practice division.

In this new role, Kingsberry will provide guidance to Federal clients as they transition from manual and analog processes to digital government techniques, according to Unysis officials. He will help Federal clients in using technologies such as advanced data analytics, cloud computing, and mobility solutions, they said. Kingsberry will report to Mark Forman, vice president of Unisys’ global public sector business.

“Shawn’s experience and expertise will be a great benefit to our clients as they make the leap to the digital government of the future,” said Forman. “His leadership of Recovery.gov serves as just one example of how he has used technology to make government more efficient, transparent, and helpful to citizens.”

Kingsberry, a 22-year veteran of government IT, retired in 2014 as the chief information officer for the Recovery Accountability and Transparency Board. In that position, Kingsberry led the Board’s successful effort to host the Recovery.gov site to provide transparency on stimulus spending related to the American Recovery and Reinvestment Act of 2009. Many—including the White House—touted Kingsberry’s successful move of Recovery.gov to the cloud in 2010. He became known as an innovative leader in saving money while increasing security in Federal IT systems.

His efforts at the Recovery Accountability and Transparency Board earned him a Federal 100 Award in 2011, a recognition for government and industry leaders who have played pivotal roles in the Federal government IT community.

“I plan to help agencies develop digital government strategies to achieve transformative business outcomes,” Kingsberry said in an email to MeriTalk. “The Unisys Global Public Sector team developed a framework to structure and execute digital government strategies through governance processes that prioritize agencies’ objectives.  I plan to bring these capabilities to agencies to improve user engagement, transform business processes, simplify management, and optimize infrastructure.  The result will be improved productivity, innovation, efficiency and business impact.”

Kingsberry has also held executive positions at the U.S. Department of Agriculture (USDA), including customer service director at USDA Rural Development, and chief technology officer and executive program manager of the Interagency Interoperability Oversight Group at the U.S. Forest Service.

Most recently, Kingsberry served as director of cloud solutions at Chantilly, Va.-based, Engility Corp.
