Capt. Kathleen Powell, Force Data Officer (FDO) at the U.S. Navy Reserve, explained how the Reserve is using the Jupiter platform to advance its analytical capabilities and processes during a Federal News Network webinar on Nov. 10.

The Navy launched the Jupiter platform in 2020 as the service branch’s enterprise data environment to make data widely discoverable, accessible, understandable, and usable across the naval enterprise. “Simply stated, Jupiter helps the Department translate common enterprise data into actionable insights, decisions, and outcomes,” the Navy said.

The platform has paved the way for cross-pollination of cloud systems and domain expertise to advance the needs of the Navy Reserve, Powell said.

“We now combined the power of cloud based analytic capabilities of Jupiter with domain expertise. So this allows us to rapidly ingest and curate and integrate the data for decision making purposes,” she said.

Capt. Powell talked about how the platform is allowing the Reserve to “democratize and operationalize” data science.

“Democratize – when we use that term – we mean make it available to everyone so everyone can access the data” from senior leaders on down “because they like to know, also they like to mission mash and cross the data and look at it in different ways,” said Powell.

“To operationalize data science, we’re talking about taking projects from the R&D setting,” doing trial pilots, and then “moving them into a production environment,” she said.

Ultimately the goal of this platform lines up with other programs and tools to “optimize and modernize how the Navy Reserve uses data to assess improving warfighting readiness of the force,” Powell said.
