The Federal Emergency Management Agency (FEMA) tapped Lytwaive Hutchinson to serve as its new CIO earlier this month, after a year-long search to fill the position.

Hutchinson enters as CIO after Adrian Gardener resigned from the role in May 2018. She joined FEMA after working as the Defense Information Systems Agency’s Joint Service Provider vice director, where “she developed, maintained, and facilitated the implementation of a sound and integrated IT infrastructure across the Pentagon supported customers,” FEMA said.

With DISA, Hutchinson had experience overseeing its annual IT budget and managing enterprise-wide IT initiatives and programs.

FEMA said that Hutchinson has a strong policy and technical background to meet the demands of the CIO position.

“She provided policy, direction, standards, enforcement, and oversight for all Pentagon enterprise Common Information Technology (CIT) activities,” FEMA said. “Ms. Hutchinson ensured that enterprise CIT concepts, architectures, implementations, and services were consistent with Federal guidance, DoD directives, strategic goals, and department-wide programs.”

Hutchinson joined the Defense Department’s Washington Headquarters Services in 2002 after retiring from 21 years as an active duty member of the Army. Her new start at FEMA marks the first time she has served with a civilian agency.
