The Defense Intelligence Agency (DIA) is creating a $2.1 billion, multiple-award contract to develop four service areas, particularly for information technology (IT) services and capabilities, according to a recent DIA solicitation document.

The four areas of the contract – known as Applications Development and Sustainment – are software engineering, development, and integration; business application and tool development; integration and maintenance; and data analytics, develop, integration, and management.

“The Chief Information Office (CIO) within the Defense Intelligence Agency (DIA) intends, through this procurement, to obtain a full range of integrated strategic, analytic and technical support services that DIA may need in order to design and implement optimal systems and applications initiatives,” the document said.

DIA’s goals in rolling out the contract include building IT frameworks, software, applications, portal systems, and service management, as well as expanding customer outreach and operations planning and education.

Furthermore, the document highlights that DIA aims to improve integration, as well as information sharing and security in forming its new contract. DIA wants to advance solutions that include common architecture, cloud environments, and consolidation in its operations too.

The contract will tentatively replace the current one – Enhanced Solutions for the IT Enterprise (E-SITE) – at the end of FY2020, and will help DIA receive feedback from the private sector on how it can develop an IT service and capability acquisition framework.

Questions and responses for DIA review are due April 15.
