Alexandra Rouse

Alexandra Rouse has been with GSA for over 20 years. Today, she is a Group Manager for the GSA FEDSIM Innovation Sector within the Office of Assisted Acquisition Services. Ms. Rouse is responsible for the oversight of critical projects and operations within the Sector, including small business innovation research initiatives and commercial solutions openings.

Prior to joining FEDSIM, Ms. Rouse was heavily involved with the HHS ASPR supporting the national goal of the expansion and the domestic medical supply manufacturing, logistics and supply chain addressing the demand involved in combating the COVID-19 pandemic. She supported broadening the availability of testing/diagnostics supplies and sustained access to medical consumables to include N95 respirators, disposable gowns, and nitrile gloves for future peak demand and/or during significant supply chain disruption.

Ms. Rouse served as the Executive Officer supporting a staff of 230 team members for the FAS Office Professional Services and Human Capital (PSHC). Prior to this role, Ms. Rouse was the Program Executive for PSHC for six years, where she led the OASIS MAC Program Office, as well as the Professional Services and Human Capital Multiple Award Schedules program. She determined the strategic planning, implementation, and oversight of critical strategic initiatives for FAS PSHC.

Ms. Rouse previously served as the Director for the Office of Acquisition Support under the Office of General Supplies and Services (GSS) portfolio. Providing leadership and management on several high-profile programs, including the Multiple Award Schedules modernization effort and GSA Global Supply transformation. Ms. Rouse led development and establishment of the Federal Strategic Sourcing Initiatives for Maintenance, Repair and Operations (MRO) and Human Capital and Training Solutions (HCaTS). She became the FSSI GSS Liaison for the FSSI PMO to provide programmatic strategies, key performance metrics and updates to the Office of Management and Budget.

Ms. Rouse has an array of expertise in several notable areas to include portfolio management, strategic business development, marketing and communications, business intelligence, stakeholder outreach, in a variety of disciplines, including furniture acquisition, travel and transportation, industrial/maintenance and repair supplies, human capital and training services, professional services, medical personal protective equipment, strategic sourcing, and category management.

Ms. Rouse holds a master’s degree in Business Administration from Averett University in Danville, Virginia. She also possesses a Bachelors of the Arts degree from Marymount University in Arlington, Virginia. Alexandra is a certified Project Management Professional (PMP) through the Professional Management Institute. She is a Senior Acquisition Excellence in Government Fellow with the Partnership for Public Service and is a Fellow with ACT-IAC.
